So this cassette was described to me as 'hardcore for idiots' by Matt, the singer of Condition. It's his other band and it was enough to sell me. The whole tape has a real surfy influence. It starts off with laughing and then vocals kick in screaming like a banshee. This continues throughout with straight forward hardcore blended with some surf. Give it a listen and see if it matches the description.
